What is the Soul? Is it one of the attributes of Allah? And what is the meaning of His saying, the Almighty: "Indeed, no one despairs of the Spirit of Allah except the disbelieving people"?

It has been mentioned in the Holy Quran and Sunnah with this meaning, such as the verse: {And do not despair of the rawh of Allah} (12:87), and the hadith: "The wind is from the rawh of Allah." As for "ar-ruh" (الرُّوح) with a closed "ra" (R), it is a creature among Allah's creatures, attributed to Him as an attribution of ownership and honor, and not as an attribute of His, such as the verse: {And thus We have revealed to you a ruh [spirit] of Our command} (42:52).
