Is it permissible to place water for charity in an internet cafe where the majority of those present commit sins and message women?

Giving water as charity is among the best forms of charity, as stated in the Hadith, "Providing water." It is permissible to provide water to an animal, or a non-Muslim whose life is protected, or a Muslim transgressor. However, in the case mentioned in the question, it is not permissible to provide water because it aids in falsehood.
