Is it permissible for a man to trim his eyebrows with the intention of improving his appearance, not for adornment or fashion?

It is forbidden for a man to pluck his eyebrows, and it is not permissible for men to trim their eyebrows. Islamic law has prohibited plucking, even a single hair. As for trimming, it might extend to all the hair, making it worse. However, if the eyebrows cause harm to a man, such as falling over his eyes and obstructing his vision, then it is permissible for him to trim what causes him harm from them.
