What is the ruling on someone who broke his oath, "I swear by Allah, the Most High, the Most Mighty, that I will never do it again," by returning to masturbation 58 times, and linked the expiation of his oath to fasting three days, fasting 20 days as a supererogatory act, and memorizing a Hizb from the Qur'an? Is he obliged to fulfill his expiation for every time he broke his oath, or not? And what if the number reaches 60 times or exceeds it?

The questioner's oath is binding. If he breaks it, he must fulfill what he swore to: fasting for three days and twenty days, and memorizing the Qur'an. Otherwise, an expiation for the oath (kaffarat yamin) is incumbent upon him: feeding ten poor people, or clothing them, or freeing a slave. If he cannot find any of these, then he must fast for three days. The best way to prevent masturbation is marriage. For those who cannot marry, they should fast.
