Is it permissible to recite the Quran over water inside the bathroom to wash with it, or must the water be taken outside the bathroom to recite the Quran over it, and then returned to wash with?

It is not permissible to recite the Qur’an inside the restroom, as this is to safeguard the remembrance of Allah from places of filth and harm and impurity, and to prohibit the Qur’an in such places. This is based on His (the Almighty’s) saying: "That [is so]. And whoever honors the symbols of Allah – indeed, it is from the piety of hearts." and "That [is so]. And whoever honors the sacred ordinances of Allah – it is best for him in the sight of his Lord."
