What is the ruling on one who swore several different, unfulfilled oaths and then broke them, while being unable to bear the expenses of expiation? Is expiation obligatory for each separate oath, or is it permissible to combine them, and is it permissible to fast instead?

If the oath is taken in the name of one of Allah's names or by the Qur'an, and the swearing on a single matter is repeated for emphasis, then there is only one expiation. However, if the swearing is on different matters, or an oath was taken after a previous breach, then each oath that was breached requires a separate expiation. An oath is specific and bound by intention and reason. If the swearer had no intention or reason, then he breaches the oath upon the occurrence of what he swore about. The expiation is: feeding ten needy persons, or clothing them, or emancipating a slave. If one cannot find any of these, then fasting three days for each expiation. One must stop the habit of masturbation and repent from it.
