Is it recommended to recite the Qur'an or pray two rak'ahs before the dawn athan?

The time preceding the Fajr (dawn) Adhan (call to prayer) is the last third of the night, which is among the virtuous times during which prayer, remembrance of Allah (Dhikr), recitation of the Qur'an, supplication (Du'a), and seeking forgiveness (Istighfar) are recommended. This is because it is a time of divine descent. It has been authentically reported in the Hadith that the latter part of the night is when prayers are witnessed and recorded.
