What is the ruling on money taken by a person in exchange for following up on an electricity application after a decision was issued to prevent the entry of electricity into the مخطط (development/area)?

If the work of the tracker achieves a benefit for the principal, then the tracker must be given a wage commensurate with the proportion of benefit achieved. However, if no benefit is achieved for the principal, the tracker deserves nothing, because this transaction is considered a ju'alah (a contract for a reward).
