Is it possible to file a lawsuit for incitement (takhbib) or any other lawsuit against the wife's mother due to her constant interference and her convincing her daughter to seek khul' (divorce initiated by the wife) for flimsy reasons, and the resulting impossible conditions for reconciliation?

If the wife's mother corrupts her daughter against her husband and incites her to separate from him without a just cause, then she is an oppressor and has committed a major sin. It is incumbent upon the wife to return to her home, cohabit with her husband righteously, and obey him in moving with him, unless she stipulated in the marriage contract that she would not leave her city. If the wife returns to her home, the husband has the right to prevent her from visiting her mother and to prevent her mother from visiting her. If the wife does not return to her home, the husband can take the matter to court. He also has the right to refuse divorcing her if she requests a khulʿ (divorce at the wife's instance) without a valid reason, until she forfeits her mahr (dowry) or part of it.
