What Ibn Muflih meant was to prohibit touching the Mushaf with a ritually impure limb, but to permit touching it with other pure limbs. This is because the ritual impurity of one limb does not affect other limbs. This is unlike the person in a state of minor ritual impurity (al-muḥdith), who is not permitted to touch it with any limb until he completes his purification. It is also not permissible to touch the Mushaf with a limb that has filth on it. If a hand is stained with filth and then cleaned by wiping, there is no harm in touching the Mushaf with it, but it is preferable to wash it.
