What is the ruling on polygyny without a legal contract, and marrying a previously-married woman (thayyib) or a virgin (bikr) without a guardian (wali) in light of the state's restrictions on polygyny?

Polygyny is permissible in Islamic law for one who is able to act justly, and there is no consideration for any law that contradicts the law of Allah. Nevertheless, one should be wary of falling into legal difficulties. The guardian (wali) is a condition for the validity of the marriage. If a woman has no guardian, then the Muslim ruler or his representative should marry her off. If the marriage takes place without a guardian or a ruler, it must be annulled and renewed according to Islamic law.
