Divorce occurs with an explicit utterance of the word [talaq], or with an ambiguous phrase accompanied by the intention to effect it. As for non-explicit phrases that do not carry the meaning of divorce, divorce does not occur through them. Whoever doubts the occurrence of divorce, no divorce results from it, because the original state is the continuation of the marriage. Al-Majd Ibn Taymiyyah said: "If one doubts divorce, or its condition, it is built upon the certainty of the marriage." And Al-Ruhaibani said: "Divorce is not binding due to doubt about it, or doubt about what the divorce was contingent upon." Obsessive whispering concerning matters of divorce leads to great evil, and its remedy is to ignore it.
