What is incumbent upon one who has entered into the state of ihram for umrah from the miqat, and then encountered compelling circumstances that prevented him from completing it after arriving in Jeddah?

We do not know the compelling circumstances that prevented the questioner from performing 'Umrah, nor whether they were legitimate excuses or could be removed by waiting. We have clarified in previous fatwas (38272, 37060, 38696) the ruling on one who is prevented from Hajj or 'Umrah and what is required of him.
