We do not know the compelling circumstances that prevented the questioner from performing 'Umrah, nor whether they were legitimate excuses or could be removed by waiting. We have clarified in previous fatwas (38272, 37060, 38696) the ruling on one who is prevented from Hajj or 'Umrah and what is required of him.
