The evidence regarding upon whom Gog and Magog will emerge is divided into two categories:

The First Category: Evidence whose apparent meaning indicates that Gog and Magog will emerge upon all people, and that their harm will reach all inhabitants of the earth. This includes: 1. The Almighty's saying: (They said, "O Dhul-Qarnayn, indeed Gog and Magog are corrupting the land. So may we assign to you an expenditure that you might make between us and them a barrier?") Al-Kahf/94. The word "land" is absolute, indicating the possibility of their harm reaching all parts of it. 2. From Abu Hurayrah (may Allah be pleased with him) from the Prophet (peace and blessings of Allah be upon him) concerning the barrier, he said: (They will breach it and emerge upon the people, then they will draw the waters, and the people will flee from them. Then they will shoot their arrows towards the sky, and they will return stained with blood. Then they will say: "We have conquered those on earth, and we have overcome those in the heavens.") The word "people" is general, and their statement: "We have conquered those on earth" implies generality.

The Second Category: Evidence whose apparent meaning indicates that Gog and Magog will emerge upon the Muslims in the blessed lands (Levant, Arabian Peninsula, and surrounding areas). This includes: 1. The Hadith of Zaynab bint Jahsh (may Allah be pleased with her) that the Prophet (peace and blessings of Allah be upon him) said: (Woe to the Arabs from an evil that has drawn near! Today, a hole has been opened in the barrier of Gog and Magog like this.) He specifically mentioned the Arabs because they constituted the majority of Muslims, indicating that the tribulation would afflict the Muslims. 2. The Hadith of An-Nawwas bin Sam'an (may Allah be pleased with him), which states that Allah will reveal to Jesus (peace be upon him) after he kills the Dajjal: (Indeed, I have brought forth servants of Mine whom no one has the power to fight. So take My servants to Mount Tur. And Allah will send forth Gog and Magog, and they will descend from every elevation. Their first ones will pass by Lake Tiberias and drink all its water...) This indicates that their emergence will be upon the Muslims in the lands of the Levant, and that the tribulation will not encompass the entire earth, and that the wicked people who are not afflicted by Gog and Magog are from the rest of the inhabitants of the earth.

The Ahadith whose apparent meaning indicates that the tribulation will affect all people are to be understood as general statements intended for a specific group, based on the context or other Ahadith, such as the Hadith of Zaynab bint Jahsh and the Hadith of An-Nawwas bin Sam'an. It is not possible to definitively affirm one of the two possibilities due to the lack of clear evidence for favoring one, and Allah the Almighty knows best.
