The answer

A woman must cover her body from non-mahram men with a loose garment that is neither transparent nor revealing of her body shape, based on the hadith of Usamah ibn Zayd and the principle of "women who are dressed yet naked."

If wearing the loose, sharia-compliant dress leads to significant harm, such as beating or imprisonment, then she should stay at home and not go out except out of necessity. If she is compelled to go out, she should wear what does not attract attention.

However, if the harm is not significant, she must be patient and it is not permissible to abandon the sharia-compliant hijab. Compromising religious symbols has negative effects on the individual and society.
