Is it permissible to travel for Hajj through a Muslim or Christian minister to benefit from a discount of up to half the costs?

We do not know of any impediment that would prevent one from performing Hajj with the Minister's group and benefiting from the discount granted to him by the government, whether the Minister is Muslim or Christian. However, it is more pious for a person to perform Hajj with their own lawful and unquestionably pure expenditure. On the authority of Abu Hurayrah (may Allah be pleased with him), he said: The Messenger of Allah (peace and blessings of Allah be upon him) said: "When a pilgrim sets out for Hajj with pure expenditure and places his foot in the stirrup and calls out: 'Labbayk Allahumma Labbayk (Here I am, O Allah, here I am),' a caller from the heavens calls out to him: 'Labbayk and Sa‘dayk (Here I am and at your service), your provisions are lawful, your mount is lawful, and your Hajj is accepted and not burdened with sin.' But if he sets out with impure expenditure and places his foot in the stirrup and calls out: 'Labbayk,' a caller from the heavens calls out to him: 'No Labbayk for you, nor Sa‘dayk, your provisions are unlawful, your expenditure is unlawful, and your Hajj is not accepted.'"
