Was it true that Umar ibn al-Khattab uncovered the leg of a woman he intended to propose to, and what is the ruling on doing so in our current era?

It is mentioned in Musannaf Abd al-Razzaq that Umar ibn al-Khattab proposed to Ali ibn Abi Talib's daughter, but Ali rejected him, saying she was too young. Then he sent her to him, and he uncovered her leg, which she protested. The correct view, according to the majority of scholars, is that it is permissible to look only at the face and hands of the woman one intends to marry. Others, however, hold the view that it is permissible to look at the entire body or areas of flesh.
