Does the prohibition against combing one's hair except sparingly mean preventing hair care except every other day, and does this contradict "Whoever has hair, let him honor it"?

The prohibition of combing one's hair except occasionally (ghibban) was interpreted as applying to those who would be inconvenienced by it. It has also been narrated that "whoever has hair should honor it." Ibn al-Qayyim reconciled between the two hadiths by stating that a servant is commanded to honor his hair but is prohibited from excessive pampering. Thus, he honors his hair and combs it occasionally.
