What is the meaning of the Prophet's prohibition of combing one's hair except occasionally, and does this contradict "Whoever has hair should honor it" with proof?

Islam encourages cleanliness and combing hair and beard, based on the Almighty's saying: "O Children of Adam, take your adornment at every Masjid," and the Hadith: "Whoever has hair, let him honor it."

However, Islam calls for moderation and temperance. Therefore, continuous combing was prohibited, meaning it is disliked to do it constantly, and that it should be done one day and left another. Excessive pampering is also forbidden, but moderate pampering is not blameworthy.
