"Allowing the Bisht to hang below the ankles falls under the prohibited act of Isbal (letting garments hang below the ankles). As for placing the Bisht on the head during prayer, there is a concern that it might fall under the prohibited act of Sadl (draping), because Sadl includes: draping a garment over the shoulders without securing one of its ends, letting a garment trail on the ground, or placing a cloak over the head and letting it hang down the back. Sadl is unanimously considered مكروه (disliked) in prayer."
