Is one afflicted with urinary incontinence obligated to pray in congregation, or should he pray alone?

There are two scenarios for a person afflicted with urinary incontinence:

The first is that the incontinence is continuous. In this case, the person must perform ablution (wudu') and take precautions (tahaffuz) after the prayer time has begun. They should pray with the congregation unless they fear contaminating the mosque; otherwise, they should pray alone or in a congregation at home.

The second is that the incontinence stops for a period long enough for them to perform their ablution and prayer. In this case, they must delay the prayer until the time of cessation, even if it means missing the congregational prayer.
