Is it permissible for a father to marry his wife's daughter, who is his sister through the mother?

A man's stepdaughter (his wife's daughter from another man) is permanently forbidden to him if he has consummated the marriage with her mother, due to the Almighty's saying: "And your stepdaughters, who are under your guardianship, [born] of your women unto whom you have gone in." Based on this, it is not permissible for the father to marry his former wife's daughter (the questioner's sister from her mother's side) because she is the daughter of his wife with whom he had consummated the marriage.
