Does divorce take effect if the wife's paternal uncle refuses to return her to her ex-husband, despite the latter sending delegations to bring her back before the 'iddah period ended, and a year has passed since the divorce?

Merely sending delegations does not constitute a رجعة (reconciliation). If a man reconciles with his wife before her waiting period (iddah) expires by saying, "I have reconciled with my wife," then she returns to his marital bond, and her family has no right to prevent her. However, if he does not reconcile with her until her waiting period expires, then she has become irrevocably separated from him, and he does not possess the right to take her back except with a new marriage contract. If the woman desires to return to him with a new contract, her family has no right to prevent her, due to the Almighty's saying: "And when you divorce women and they have fulfilled their term, do not prevent them from remarrying their [former] husbands if they agree among themselves on reasonable terms."
