Among Allah Almighty's attributes are essential attributes, like knowledge, and active attributes, like descending. An attribute may be both essential and active in different respects, such as speech. It is an essential attribute in terms of its origin, because Allah has always been a speaker. And it is an active attribute in terms of its individual instances, because He speaks whenever He wills, about whatever He wills. The meaning of "eternity of type" is that Allah has always been a speaker, and the meaning of "contingency of individual instances" is that a specific utterance is contingent, because it relates to His will. This is what the Sunnis mean by stating that the attribute of speech is eternal in type and contingent in individual instances.
