Masculinity is not a prerequisite for Ruqyah. Rather, for Ruqyah to be permissible, three conditions must be met: that it be with the words of Allah, or with His names and attributes, or with what is authentically reported from the Prophet, peace and blessings be upon him; that it be in the Arabic language and its meaning be understood; and that one believes that the Ruqyah does not affect by itself but by the decree of Allah the Almighty. If these conditions are met, there is no impediment for a woman to perform Ruqyah on another woman.
