What is the ruling on the Hajj of one who has a tattoo on his shoulder and does not have time to remove it?

Tattooing is forbidden (haram), and the tattooist must repent to Allah Almighty and hasten to perform Hajj if they have the means and before time runs out for them to remove the tattoo. Then, they should proceed to remove it after Hajj, according to their ability.
