What is the ruling of the Sharia on civil marriage—on paper only, without reciting the Fatiha or having a relationship—for the purpose of settling residency and obtaining a sum of money?

Marriage in this form is unlawful because it trivializes and makes a mockery of the sacred institution of marriage, placing it in an improper context. Allah Almighty says: "And do not take the verses of Allah in jest." (2:231) If you were to proceed with this marriage under the latter condition, the condition would be void, but the contract itself would be valid. Marriage is among those matters whose jest is earnest, as stated in the Hadith: "There are three matters whose seriousness is serious and whose jest is serious: marriage, divorce, and رجعة (taking back a divorced wife)." Any money paid in exchange for this marriage is ill-gotten gain (suḥt) and impermissible for its recipient, as it falls under consuming people's wealth unlawfully. As Allah Almighty says: "O you who have believed, do not consume one another's wealth unjustly but only [in lawful] trade by mutual consent." (4:29)
