Do the Shiites base their prayer times on Almighty God's saying: "Perform prayer at the decline of the sun until the darkness of the night and [recite] the Qur'an of dawn. Indeed, the recitation of dawn is ever witnessed"?

The noble verse generally indicates the prayer times, and deducing from it in this regard is correct. However, it is not permissible to use it as evidence for the permissibility of combining two prayers while in residence (not traveling), because the verse does not mention combining prayers. Rather, it refers to establishing prayers within the specified timeframes. Al-Tahir ibn Ashur explained that the verse encompasses four times, and that "ila" (to/until) indicates the repetition of establishing the prayer, and not a single prayer with an extended time.
