Is it impossible to apply the Islamic penal code (Hudud) in a country where the majority of its population (85%) are Muslims and its rulers are Muslims, simply because it is a multi-religious state?

The Muslim ruler is obligated to establish Allah's hudud (prescribed penalties) among the people, regardless of their number. It is not permissible to suspend them under the pretext of a greater mafsadah (corruption or harm), because Allah knows best what is good for His servants. Suspending the hudud increases crime, whereas implementing them reduces it and protects society. These hudud apply to Muslims residing under the state. As for non-Muslims, they are not applied to them unless they refer their cases to Muslim courts, and the ruler may judge between them with justice or turn away from them. Non-Muslims have lived for centuries under the Islamic state, and their rights, lives, and places of worship have been preserved.
