What is the ruling on conducting marriage contracts during the Sacred Months?

A Muslim may marry at any time unless he is in a state of ihram for Hajj or Umrah, based on the Prophet's (peace and blessings be upon him) saying: "A pilgrim in ihram shall not marry, nor be given in marriage, nor propose marriage."
