What is the ruling on turning the palms of the hands during supplication then returning them to their original position?

Raising the hands in supplication occurs in two ways: the first is by turning the back of the hand towards the sky to ward off affliction, and the second is by turning the palm of the hand towards the sky to seek and obtain a desired object. The evidence for this is the action of the Prophet (peace and blessings be upon him) during the prayer for rain (Istisqa'), where he pointed the backs of his hands towards the sky, and the statement of Imam An-Nawawi (may Allah have mercy on him) in his commentary on Sahih Muslim.
