Does a divorce take effect if the one who uttered it is explicitly in doubt as to whether it was issued intentionally or due to obsessive thoughts?

If someone utters a clear divorce (talaq) explicitly, intentionally, and comprehending what he is saying, then his divorce takes effect even if he did not intend it. However, if he doubts whether he uttered it intentionally or was overwhelmed due to obsessive thoughts, then his divorce does not take effect.
