Is it permissible to combine and shorten prayers in Romania for a period of one week or ten days?

The majority of scholars are of the view that if a traveler intends to stay for four days or more, he should pray in full and is not permitted to shorten or combine prayers. This is the preferred and authoritative opinion. However, some scholars, such as Sheikh Al-Islam Ibn Taymiyyah, believe that it is permissible for a traveler to shorten prayers as long as he does not intend a permanent stay or residency. The first opinion is more cautious.
