It is permissible to travel to non-Muslim countries for study or treatment for those who possess knowledge that protects them from desires (shahawat), insight that shields them from misconceptions (shubuhat), are able to outwardly manifest their religion, and call people to Allah. For those residing there, it is incumbent upon them to be wary of evils and avoid places of sin, such as bars and churches. They must leave a place of sin if they are unable to change it. As for permissible places like parks, there is no harm in frequenting them, provided one lowers their gaze and stays away from forbidden acts. Time should be occupied with beneficial activities, seeking help from the righteous, attending lectures, and frequenting Islamic centers.
