Is a wife divorced by her drug-addicted, quick-tempered husband's saying to her: "You are divorced"?

A husband's statement to his wife, "You are divorced," is considered an explicit declaration of divorce and it takes effect. Anger does not prevent divorce unless it reaches a state where the speaker does not comprehend what he is saying.

If this is the first or second divorce, the husband has the right to take his wife back during her iddah (waiting period). If the iddah expires, a new marriage contract is required.

It is impermissible for a husband to insult or unjustly beat his wife. This contradicts the commands of Islamic law to treat her kindly and live with her honorably.
