"Matters" (أمور) signifies affairs and conditions. Allah Almighty is the Administrator of the affairs of all creatures, both good and evil. Thus, everything that occurs in the universe is by Allah's divine decree and destiny. Nevertheless, out of reverence for Allah, it is inappropriate to attribute evil directly to Him, even though He is its Creator. All good is in the hands of Allah, and evil is not attributed to Him; rather, it is ascribed to its cause or its doer is omitted. All of Allah's actions are good, and what may appear as evil to a servant, such as calamities, may contain hidden good, like expiating sins and elevating ranks.
