What are the conditions and method for wiping over military boots (bastār), and is it permissible to wear them while clean inside the Haram?

The military boot (bustaar) is a type of footwear similar to the khuff (leather slipper worn over the foot). The conditions for wiping over it are the same as those for wiping over the khuff: that it be pure (tahir), that it be worn after achieving ritual purity (on taharah), that the wiping be performed during the purification for ablution (wudu) and not for ritual bathing (ghusl), and that it be within the prescribed period (one day and one night for a resident, and three days for a traveler). The wiping is performed on the top surface of the boot, and it is not required to cover the entire visible surface. It is not a condition for the khuff (or bustaar) to remain upright on its own. It is permissible to wear the bustaar in the Haram, in the mosque, and during prayer if it is pure. However, it is preferable to remove it in carpeted mosques to maintain their cleanliness, unless there is a necessity, such as for security personnel. They should, as much as possible, be careful to avoid walking on the carpets with their boots. Those who wear them should consider the necessity and avoid arrogance.
