Sexual impotence is of two types: The first is a weakness that does not remove the individual's inclination towards women, and he must lower his gaze because lust might be aroused, and there is no evidence that exempts him; rather, anything that causes fitnah (temptation/strife) is forbidden. The second is complete and permanent impotence with no inclination towards women whatsoever. For such a person, it is permissible to look at what is ordinarily apparent of a woman, based on the Almighty's saying: "Or those male attendants having no sexual desire."
