Is the dripping of urine after urinating, accompanied by squeezing the penis, considered urinary incontinence? What should be done if this occurs during ablution or prayer? What is the ruling on the prayer thereafter? How are clothes purified? And is the statement that what drips is ablution water correct?

If a person is certain that what is coming out of him is urine and he cannot control it, then it is incontinence (sals), and he must consult doctors.

The ruling concerning the prayer of one who suffers from urinary incontinence or flatulence is that he should perform ablution (wudu') for each prayer, wash the affected area thoroughly, and take precautions to prevent the spread of urine. What comes out of him during prayer does not harm him. With that ablution, he can pray supererogatory prayers and recite the Quran. Then he should purify himself and perform ablution for the next prayer.

If this is a case of whisperings (waswasa), then it suffices to sprinkle water on the trousers after cleaning oneself (istinja'). If he finds wetness, he should say: "This is water." It is authentically reported that the Prophet, peace and blessings be upon him, used to sprinkle water on his private parts after urinating, and Ibn Umar used to do this often.

Many of the Salaf (early Muslims) issued fatwas (religious rulings) stating that one should not stop praying due to this wetness. In Musannaf Abd al-Razzaq, it is reported that Ibn al-Musayyib issued a fatwa that one who finds wetness during prayer should not stop, but should wipe it with his garment and wash the garment after the prayer.
