Is the husband's stinginess and his failure to spend on his household and children, despite the availability of government aid for the wife and children, considered a legitimate reason for divorce?

If the husband is remiss in providing the obligatory maintenance and does not treat his wife kindly, then there is no blame upon the wife for seeking divorce (talaq) or annulment (khul'). The warning in the hadith, "Any woman who asks her husband for divorce without a sound reason, the fragrance of Paradise will be forbidden to her," does not apply to her. However, divorce is disliked in Islamic law and should not be resorted to except after exhausting all means of reconciliation. It is advised to be patient and understanding with the husband, remind him of the wife's rights and the negative impact of his shortcomings, and consider his good qualities. Marital life is sustained by patience and overlooking faults, and divorce has serious negative consequences for children.
