Is it permissible for a woman to wipe over her khimar?

Scholars have differed on the ruling regarding a woman wiping over her headscarf (khimar) while performing ablution (masah) into three opinions:

1. The majority is of the opinion that it is not permissible to wipe over it alone unless it is thin and water can penetrate through it. 2. The Hanbalis and Ibn Hazm are of the opinion that it is permissible to wipe over anything worn on the head, whether it is a turban, a headscarf (khimar), or a skullcap for both men and women. 3. A third group, such as Ibn Taymiyyah and Sheikh Al-Uthaymin, differentiated between what is difficult to remove and what is easy; they permitted wiping over what is difficult to remove, but not over what is easy. This opinion is the most plausible due to the ease it offers and the presence of excuses such as cold weather or the fear of one's hair being seen.
