What is the ruling regarding a pilgrim performing 'Umrah who exited the state of ihram before the tawaf and sa'i unintentionally?

If a pilgrim, while in the state of ihram, commits one of the prohibitions of ihram out of forgetfulness, his umrah is valid, he incurs no sin, and nothing is required of him for the prohibitions he committed. This is the chosen opinion of Shaykh al-Islam Ibn Taymiyyah.

However, if his intention was to exit the umrah by abandoning it before completion, his action is impermissible, and he remains in his state of ihram. This is because the umrah becomes obligatory upon commencing it, even if it was a supererogatory act. He must complete his ritual. If he is unable to reach Makkah, he is considered muhsar (hindered) and is required to offer a sacrifice (hady). If he is unable to offer the hady, he must fast for ten days. If he committed the prohibitions knowingly, he must offer a single fidyah (expiation) for each prohibition he committed.
