Imam An-Nawawi clarified that after the cessation of blood flow and before performing ghusl, the prohibitions of fasting, divorce, and zhihar (a pre-Islamic form of divorce) are lifted for a menstruating woman. It is also permissible for her to pass through the mosque, according to the more correct opinion. As for the matters that are not lifted, these are what were forbidden due to ritual impurity, such as prayer, tawaf (circumambulation of the Kaaba), and touching the mushaf (Qur'an), as well as sexual intercourse and intimate touching between the navel and the knee. If she performs tayammum (dry ablution) due to an excuse, everything that was previously forbidden becomes permissible for her.
