Is it permissible to use old mosque carpets for other purposes, such as shading sheep, instead of discarding them?

Surplus furnishings, beyond the mosque's needs, must be transferred to another mosque where they can be utilized, as this is closer to the donor's intention. If no mosque is in need, then there is no harm in dedicating them to any general Muslim interest, as this is preferable to leaving them unused.
