Is it permissible to delay marriage for a year to gather money, buy a car, and provide the dowry and wedding expenses, given the ability and the urgency to marry due to strong desire?

It is permissible to delay marriage in order to accumulate wealth if you are confident that you will not fall into the forbidden (haram). However, if you fear that, then you must hasten to marry, and it is not permissible for you to delay it when you are able to, due to the statement of Al-Buhuti: "Marriage is obligatory... upon whoever fears committing fornication by abandoning it and is able to marry a free woman, even if their fear of that is merely a strong presumption."
