It is incumbent upon you to emigrate from those lands for safety. As for a fictitious contract that does not meet the conditions of a valid contract (offer, acceptance, guardian, witnesses), it is a lie and a falsehood that should not be resorted to except out of necessity or a closely related need. If this contract is the only way to emigrate, then there is no harm in it.
