What is the position and view of Islamic law regarding what a Muslim should do towards neighbors who curse him and insult his wife, and what is the ruling of Islamic law on him retaliating against them in kind?

You should advise those who curse by explaining the حرمة (prohibition) of their action. If they do not stop, seek help from neighbors or the police who can deter them. It is permissible for you to respond to cursing in kind, without transgression. So, do not curse anyone other than the one who cursed you. And if he curses you by saying, "O son of so-and-so," do not curse his father, but rather say, "O wicked one, O unjust one." Patience and forgiveness are good, but they are legislated when they involve a benefit. Otherwise, you must punish them in a way that deters them.
