Does the Hadith "what comes after it purifies it" apply to purifying the impurity of a garment by means of the pure path that follows it, or is the removal of impurity only achieved with water?

A woman's garment, lengthened for modesty, if touched by a dry impurity, is purified by passing over a pure place. However, if it is touched by a wet impurity, the majority of scholars hold that it is not purified except by pure water. Yet, some scholars are of the view that it is also purified by passing over a pure place, and they do not differentiate between dry and wet impurities.
