What is meant by the majority's saying that it is impermissible to suffice with wiping over the turban, and their argument: "Because wiping over the leather socks was established as a concession to alleviate hardship, and there is no hardship in removing the turban, nor is there usually any difficulty in conveying water [to the head]"?

The intent behind stating that wiping over leather socks was legislated to alleviate hardship, and that removing a turban does not entail hardship, is among the proofs used by those who hold the opinion that wiping over the turban is not permissible. Scholars have differed regarding the permissibility of wiping over the turban. Those who permitted it relied on hadiths that indicate the permissibility of sufficing with wiping over the turban, such as the hadith (definition) of Amr ibn Umayyah al-Damri and the hadith of Thawban. The Sunnah (definition) also indicated the permissibility of wiping over both the turban and the forelock, as in the hadith of al-Mughirah ibn Shu'bah. As for wiping the head without the turban, that is the original ruling, based on the words of the Almighty: ﴿And wipe over your heads﴾ [Al-Ma'idah:6].
