Is it permissible to give money to a reciter of the Qur’an to recite it over a sick person, and is it permissible to fulfill a vow to recite the Qur’an for the sick person when the one who made the vow does not know how to recite?

Setting conditions and taking recompense for ruqyah (healing by reciting Quranic verses) with the Quran is permissible according to the majority of scholars. This recompense is for the medical treatment, not for the recitation itself. Sheikh al-Islam Ibn Taymiyyah permitted taking a fee for ruqyah, and this was narrated from Ahmad. If a woman vows to bring a reciter for the entire Quran as a cure for her sick person and sets a wage for him, and it becomes apparent that she does not know how to recite, there is no blame on her, and she must fulfill her vow, because it is a vow in obedience to Allah.
